State food stamp cards or EBT cards are meant to provide help for lower-income families, but one Massachusetts man found a better use for his taxpayer-funded card. Kimball Clark, 45, was arrested for illegally selling heroine last Friday. Lucky for Clark, he was able to make a phone call and post bail using his taxpayer-funded EBT card.
